Effective Environmental, Inc. provides 24 hour composite and grab wastewater sampling services for industrial and commercial facilities as required under National Pollutant Discharge Elimination System (NPDES) permits, City Ordinances and in-house auditing programs. 

Wastewater Discharge Requirements
Industrial and commercial facilities that convey wastewater to Publicly Owned Treatment Works (POTW) are considered indirect dischargers and typically must obtain a discharge permit from their local POTW.  POTW standards and requirements are specified in local sewer ordinances.  Industries that discharge to a POTW must contact their municipality to obtain a discharge permit.

Industrial and commercial facilities discharging wastewater to surface waters of the state are required to obtain an NPDES permit from applicable state agencies.


Sampling for Compliance Monitoring
E2 samples industrial wastewater for compliance monitoring.  The monitoring portion of the Industrial Pretreatment Program includes Significant Industrial User (SIU) wastewater sampling and inspections.  Scheduled compliance monitoring is used to determine compliance with the City’s Sewer Use Ordinance, to develop user charges, and to provide data needed for the required Periodic Compliance Reports.

Sampling and analysis must also be conducted by the industry.  This is called self-monitoring.  If your business is having any difficulties with self-monitoring equipment or procedures, please contact us for a cost estimate and/ or assistance.

Sampling Techniques
Wastewater sampling is generally performed by one of two methods, grab sampling or composite sampling.  Grab sampling is just what it sounds like; all of the test material is collected at one time.  As such, a grab sample reflects performance only at the point in time that the sample was collected, and then only if the sample was properly collected.  Composite sampling consists of a collection of numerous individual discrete samples taken at regular intervals over a period of time, usually 24 hours.  The material being sampled is collected in a common container over the sampling period.  The analysis of this material, collected over a period of time, will therefore represent the average performance of a wastewater treatment plant and/or discharge during the collection period.

E2 can tailor an economical Wastewater Monitoring Program that best fits your company’s needs and permit requirements.  E2 programs consist of everything from providing only discharge sampling/ equipment requirements, to a complete turnkey program that includes sampling, chemical/ biological analysis, data review, and report preparation and submission.



▫ E2 Personnel
All personnel conducting wastewater sampling are qualified, trained Wastewater Technicians with additional certifications such as, Hazardous Waste Operations (HAZWOPER), Confined Space Entry, Rescue, etc.

▫ Equipment

E2 utilizes ISCO automated sampling equipment for both composite and grab sampling. Refrigeration units are available for permanent on-site placement for companied that have significant monitoring requirements.

▫ Chemical/ Biological Analysis
E2 provides a full array of laboratory services for most any analytical requirement or need.

▫ Analytical Data Review
E2 reviews all analytical data within 24 hours of completion. All data is compared to any parameters/ limits established in your Wastewater Discharge Permit for compliance. In the event any data is identified as “non-compliant,” the customer is immediately notified and corrective action is discussed to prevent any further permit violations.

▫ Wastewater Reporting & Submission
E2 assembles all data, records, etc., and provides a completed report, in the appropriate format, to the customer and any required regulatory agencies.
