Site Assessment & Due Diligence
Site Assessment & Due Diligence
Phase I –
Environmental Site Assessment
A Phase I Environmental Site Assessment (PESA)
is a noninvasive study designed to evaluate the potential
environmental hazards and liabilities associated with a
property. A PESA involves an evaluation of past property
usage, a review of federal and state environmental
regulatory lists to determine if the property or nearby
properties are known to be contaminated, an assessment of
the hydro geologic setting of the property, and a site visit
and visual reconnaissance of the property to observe
possible environmental concerns.
Phase II – Soil and Groundwater Contamination Assessments
A Phase II Contamination Assessment is
recommended if concerns of potential environmental
conditions are revealed during the Phase I. A Phase II
typically involves sampling and testing soil, groundwater or
surface water. The analytical results provide baseline data
and, if significant contamination is found, an interactive
process then begins to determine the type/s and extent of
contamination present.
Phase III – Remedial Investigation and Cleanup Method Design
The third phase of activity may involve a
remedial investigation and feasibility study to identify and
select cleanup alternatives. The extent and degree of
contamination defined in the Phase II is used to design a
cost- effective cleanup operation.
The
cleanup options generally include:
• Removal of contaminants to an approved landfill or
treatment facility
• In-place treatment
• Encapsulation or fixation
• Offsite treatment
Phase IV – Cleanup Execution
The fourth phase involves execution of the
selected cleanup method. E2 provides turnkey
services for environmental remediation and site restoration.
Services include quality control monitoring, health and
safety monitoring of contractor cleanup activities,
verification sampling and cleanup documentation.
Real Property Transactions
E2 is qualified to provide
assessment services and historical reviews related to
environmental issues for real estate property transactions.
E2 professionals help clients assess their risk
of regulatory and financial liability. Our experience in
conducting environmental site assessments and property
transfer condition surveys can help address the risk of
inheriting an unexpected environmental or maintenance
liability. Problems can be discovered through due-diligence
surveys, environmental risk analysis, building component
analysis, and repair cost estimates.
With periodic reviews, inspections, and
evaluations, E2
helps customers keep environmental plans
up-to-date and effective.
Other E2
Permitting and Compliance expertise includes:
SPCC,

environmental program is in compliance with local, state,
and federal regulations.
